 Describe the fiscal interdependence of the various levels of government in the U.S. How do the budget cycles and budget processes of each effect the others? How does this complicate the budget deliberations at the various levels?

For decades state and local governments have generated revenue through the taxation of gambling, casinos and lotteries. What is your opinion of this practice?  What are the pros and cons of this strategy? What ethical considerations does this present?
